Rollover image!

To Whom It May Concern,
I'm trying to figure out the HTML code for rollover images. There will be the group of them on the bottom of a page, and when you scroll over each person, I want there hands to raise up or change the picture, so you can click on that and it'll take you to another part of the site. Any help would be greatly appreciated.

What have you tried so far?

Have you looked into using the CSS :hover selector?

Have you considered using JavaScript handling the javaScript onmouseover event ? Or using the JQuery mouseover event?
