What does preempt means?

In a situation when the primary unit is online after a failure the preemption value is playing a very important role.  In enable preempt, you are allowing the higher cluster priority to be master after all nodes are up.  While disable it, you are not allowing the current master status to switch to backup even though it has lower priority than the primary unit.
