Upgrade webarchive-commons dependency to include fix of SURT maker / URL canonicalizer

• upgrade the dependency to iipc/webarchive-commons after it's included in a new version
• alternatively, depend CC's fork of Nutch on a snapshot build of commoncrawl/ia-web-commons (CC's fork of webarchive-commons)
