Rationale

Project PPE (Portfolio Predicative on Exemplar) is a backup contingency response of the Schools
Division of Surigao del Sur for learning delivery and learning resource which parallel to the on-
going endeavors of the higher offices in the Department. It is the utilization of a lesson exemplar
that is streamlined in a teacher-and-learner-friendly format to cater to the new classroom setup in
light of the COVID-19 health crisis. These exemplars will be paired with a self-contained and
self-instructional portfolio.

The portfolio is a deliberate collection of works that highlight a learner’s effort that would enable
the him/her to see his/her growth and achievement, ability to reflect on his/her own work and
ability to establish goals for future learning.

Welcome to the TVL_CSS - 10 – First Quarter Exemplar on LO1: Assemble computer hardware.
This exemplar was collaboratively designed, developed and reviewed by educators from different
schools in the Division to assist you in helping the learners meet the standards anchored on Most
Essential Learning Competencies (MELC) set by the Department while overcoming the
constraints in schooling brought by the COVID-19 pandemic.

This learning resource hopes to engage the learners into guided and independent learning
activities at their own pace and time. Furthermore, this also aims to help learners acquire the
needed 21st century skills while taking into consideration their needs and circumstances.

As a teacher, you are expected to orient the learners on how to use this exemplar in the most fit
modality. You also need to keep track of the learners' progress while allowing them to manage
their own learning through portfolio assessments.

What is It

SAFETY

Safety is the state of being "safe" (from French sauf), the condition of being protected
from harm or other non-desirable outcomes. Safety can also refer to the control of recognized
hazards in order to achieve an acceptable level of risk.

IMPORTANCE OF SAFETY

A safe and healthy workplace not only protects workers from injury and illness, it can
also lower injury/illness costs, reduce absenteeism and turnover, increase productivity and
quality, and raise employee morale. In other words, safety is good for business.

TEN REASONS WHY OHS POLICIES AND PROCEDURES IS IMPORTANT IN A


WORKPLACE

1. Aware about the surroundings: There are many employees who doesn’t bother about their
surrounding hazards. But it is important to observe your co-employees working
circumstances. Once you get to know about the particular hazards that occur at your
workplace, then it will help you in reducing the risk and allow you to take the precautionary
steps.

2. Reduce workplace stress: Most of the employees are not fit and healthy because of their
busy schedule, which includes long working hours, work-pressure and conflicts occur with
co-workers or with the boss of the organization. And, all these can lead to some illness or
depression to the employees. Also, this not only affects their professional life but also creates
the nuisance in their personal lives too. So, instead of waiting to get unfit, it is better that you
start take care of your health, by taking regular breaks, sit in an appropriate posture with
appropriate diet. It will be better for you to schedule your work accordingly and manage the
things to reduce your workplace stress.

3. Use tools appropriately: Take appropriate precautions while using machinery or any other
tool, instead of taking any shortcuts. Taking shortcuts is one of the biggest reasons behind
workplace loss. It’s a biggest safety risk to use scaffolding as a ladder or one tool instead of
another for a particular job. So, it is always recommended to use the correct tools and reduce
the opportunity of workplace injury.

4. Keep crisis exits which are easily accessible: In case there is an emergency, you will need
quick access to the exits. It is also advised to keep clear usage of equipment shutoffs which
might stop you from performing at emergency.

5. Update Your Supervisor about the unsafe conditions: It is important that you keep updating
your supervisor about the hazards or risks occur at workplace. They should be legally
obligated to ensure that their employees are working a safe environment or not. And, in case,
if the employees are not working in safe conditions, then it is the responsibility of the
supervisor to listen and understand their condition and create safe working environment for
employees.

6. Use mechanical assistance: Whenever, you want to carry or lift up some heavy
equipment’s then you should use a conveyor belt, crank or forklift. There are lot of risks
involved, if you try to lift something which is heavier, it can affect your weighing capability
and can lead to some muscle displacement. So, make sure that use the appropriate tools for
not harming yourself.

7. Stay Alert: There are many employees who usually compromise or ignore the alerts of
advance warning and due to this, a number of workplace injuries or fatalities occur.

8. Reduce Workplace Environment Stress: Stress to any employee or to any co-worker, can
lead into depression and into concentration problems. And the main reason includes,
extended working hours, excess of work, insecurity of job and issues which occur at co-
workers or professionals. So, instead of taking stress on your shoulders, you should discuss it
with your supervisor and ask him/her to look after your problems which you are facing in the
organization.

9. Wear the right safety equipment’s: It is essential that you wear the right protection
equipment tools during your work. And, the equipment’s can be in any form like, earplugs,
earmuffs, hard hats, gloves, full-face masks, safety gloves and any other equipment which is
required to wear while working. These tools will prevent the workers from the incidents that
occur at workplace.

10. Sit in a proper posture: If have a sitting job, then it is essential than keep your posture
correct, while working on a desk. You need to keep your shoulders in line and straight back
to avoid any spine problem. Try to ignore stooping and twisting regularly and if possible,
then try to use the comfort designed furniture and the safety equipment’s, so that the desired
things will be in your reach.

PURPOSE OF SAFETY

The main goal of safety and health programs is to prevent workplace injuries,
illnesses, and deaths, as well as the suffering and financial hardship these events can cause
for workers, their families, and employers.

OCCUPATIONAL HEALTH AND SAFETY POLICIES AND PROCEDURES

Occupational Health and Safety (OHS) Policy – An Information and communication
technology (ICT) student should know how to behave when working in the computer
laboratory, as well as implement a safe way of accomplishing every task. Safety practices
should be learned early and always adheres in working with any electrical and electronic
device, including personal computers and its peripherals. This is for your protection as well
as to the people working with you, and for the devices that you are using. The basis for this
process begins with Occupational Health and Safety Policies.

OCCUPATIONAL SAFETY AND HEALTH (OSH)

OHS is a planned system of working to prevent illness and injury where you work by
recognizing and identifying hazards and risks. Health and safety procedure are the
responsibility of all persons in the computer and technology industries. You must identify the
hazards where you are working and decide how dangerous they are. Eliminate the hazard or
modify the risk that it presents.

PURPOSE OF OCCUPATIONAL SAFETY AND HEALTH (OHS)

The purpose is to protect the health, safety and welfare of employees, and other
persons who come in to contact with a workplace.

OCCUPATIONAL HEALTH AND SAFETY STANDARDS

Each student has a responsibility to their colleagues and their organization to report
and act upon any potential workplace hazard. Students need to be aware of the type of
hazards that are possibly present in their work environment.

Procedure

1. Identify the hazard


2. Clear the area close to the hazard
3. Partition the hazard off or clearly identify the area to protect other people from harm
4. If the hazard is easily and safely cleared, then do so

If not….

5. Report the hazard to the appropriate person (such as teacher in charge, principal etc.) to
obtain assistance
6. Following clearing of the hazard fill out the correct documentation to assist in
identifying improved practice to reduce further incidence of hazards.

All hazards must be reported using Accidental Report form. This enables us to track
the kinds of hazards we have in our workplace, and take action where necessary to make it
safer for all student and clients.

Accident reports

Forms are used to give specific details with regards to the accidents happened in the
laboratory during experiments.

Accident reports contain the following details:
 Name of the person injured
 Date and time of the accident
 Type of injury
 First aid given
 Action taken to prevent further accidents

DIFFERENCE BETWEEN HAZARD AND RISK

A hazard is a source or a situation with the potential for harm in terms of human
injury or ill-health, damage to property, damage to the environment while a risk is the chance
of something happening that will have a negative effect.

HOW TO IDENTIFY HAZARD IN A WORKPLACE?

In order to control workplace hazards and eliminate or reduce the risk, you should
take the following steps:

 identify the hazard by carrying out a workplace risk assessment;


 determine how employees might be at risk;
 evaluate the risks;
 record and review hazards at least annually, or earlier if something changes.

HOW TO CONTROL RISK?

Risk that a misstatement may not be prevented or detected and corrected due to
weakness in the entity's internal control mechanism. Some practical steps you could take
include:

 trying a less risky option.


 preventing access to the hazards.
 organizing your work to reduce exposure to the hazard.
 issuing protective equipment.
 providing welfare facilities such as first-aid and washing facilities.
 involving and consulting with workers.

HOW TO EVALUATE THE RISK ASSESSMENT?

The Health and Safety Executive advises employers to follow five steps when
carrying out a workplace risk assessment:

Step 1: Identify hazards, i.e. anything that may cause harm;


Step 2: Decide who may be harmed;
Step 3: Assess the risks and take action;
Step 4: Make a record of the findings.

THE SIX MAIN CATEGORIES OF HAZARDS

 Biological. Biological hazards include viruses, bacteria, insects, animals, etc., that
can cause adverse health impacts. For example, mould, blood and other bodily
fluids, harmful plants, sewage, dust and vermin.
 Chemical. Chemical hazards are hazardous substances that can cause harm. These
hazards can result in both health and physical impacts, such as skin irritation,
respiratory system irritation, blindness, corrosion and explosions.
 Physical. Physical hazards are environmental factors that can harm an employee
without necessarily touching them, including heights, noise, radiation and pressure.
 Safety. These are hazards that create unsafe working conditions. For example,
exposed wires or a damaged carpet might result in a tripping hazard. These are
sometimes included under the category of physical hazards.
 Ergonomic. Ergonomic hazards are a result of physical factors that can result in
musculoskeletal injuries. For example, a poor workstation setup in an office, poor
posture and manual handling.
 Psychosocial. Psychosocial hazards include those that can have an adverse effect
on an employee’s mental health or wellbeing. For example, sexual harassment,
victimization, stress and workplace violence.

HAZARDOUS SUBSTANCES

If the workplace hazard appears to be dangerous to staff and clients and professional
assistance is required:

A. Call the supervisor or manager and advise them of the problem and the urgency of the
matter.
B. Depending on the risk it may be called as an evacuation.
C. Follow the evacuation procedure.
D. The supervisor or manager will call in the fire brigade or specialized personnel who will
deal with the spill.

Fire exits

All fire exits should be kept clear of from obstacles. All students have a responsibility
to make sure that chairs, empty boxes or any other type of obstacle are not placed in or near
fire exit doorways.

All corridors also need to have equipment stored on one side only to ensure that in the
event of an emergency there is a clear exit.

Fire Safety Procedure

Each work area has a designated fire warden, who in the event of a fire will take
charge. They are recognized by the wearing of a red hard hat.

If you find the fire

 Assess the danger prior to doing anything.


 If it is safe to move assist anyone in the vicinity of the fire away from danger.
 If it is possible close the door to the fire area.
 Call for assistance. Verbally call FIRE, FIRE, in a loud and clear voice. Break the
glass section of the fire alert call point.
 Call to the switch; ensure you know where the fire is, any other details that may be of
assistance to the fire brigade. Details could be size of the fire, cause or type of fire,
any people hurt or trapped, has anyone tried to put it out.
 If safe to do so, attack the fire with the correct extinguisher or fire hose.

If the designated fire officer is not present, someone quickly needs to take
responsibility and:

1. Locate the source of the fire.


2. Locate any people.
3. Remove all people from the building.
4. Once outside do a head count?
5. Notify the authorities.

Personal Safety While Working with PC’s

Computer equipment can be dangerous, and you or others can be injured or even
killed if you don’t follow proper safety guidelines when working along with PC’s. The
following are some precautionary measures to take before working with any computer
equipment:

 Wear shoes with non-conductive rubber soles to help reduce the chance of being
shocked or seriously injured in an electrical accident.
 Do not work on components that are plugged into their power source.
 Do not remove expansion cards from a computer when it is turned on.
 Remove jewelries when working inside any computer related equipment.
 Be sure not to mix electronic components and water.

WHAT IS PPE?

PPE is equipment that will protect the user against health or safety risks at work. It
can include items such as safety helmets, gloves, eye protection, high-visibility clothing,
safety footwear and safety harnesses. It also includes respiratory protective equipment (RPE).

PURPOSE OF WEARING PERSONAL PROTECTIVE EQUIPMENT (PPE)

The purpose of wearing personal protective equipment (PPE) is to reduce employee
exposure to hazards include items such as safety helmets, gloves, eye protection, high-
visibility clothing, safety footwear and safety harnesses.

TYPES OF PPE

Eyes

Hazards

Chemical or metal splash, dust, projectiles, gas and vapor, radiation.

Options

Safety spectacles, goggles, face screens, face shields, visors.

Note

Make sure the eye protection chosen has the right combination of
impact/dust/splash/molten metal eye protection for the task and fits the user properly.

Head and neck

Hazards

Impact from falling or flying objects, risk of head bumping, hair getting tangled in
machinery, chemical drips or splash, climate or temperature.

Options

Industrial safety helmets, bump caps, hairnets and firefighters' helmets.

Note

 Some safety helmets incorporate or can be fitted with specially-designed eye or


hearing protection.
 Don't forget neck protection, e.g. scarves for use during welding.
 Replace head protection if it is damaged.

Ears

Hazards

Noise – a combination of sound level and duration of exposure, very high-level


sounds are a hazard even with short duration.

Options - Earplugs, earmuffs, semi-insert/canal caps.

Note

 Provide the right hearing protectors for the type of work, and make sure workers
know how to fit them.
 Choose protectors that reduce noise to an acceptable level, while allowing for safety
and communication.

Hands and arms

Hazards

Abrasion, temperature extremes, cuts and punctures, impact, chemicals, electric


shock, radiation, biological agents and prolonged immersion in water.

Options

Gloves, gloves with a cuff, gauntlets and sleeving that covers part or all of the arm.

Note

 Avoid gloves when operating machines such as bench drills where the gloves might
get caught.
 Some materials are quickly penetrated by chemicals – take care in selection, see
HSE’s skin at work website.
 Barrier creams are unreliable and are no substitute for proper PPE.
 Wearing gloves for long periods can make the skin hot and sweaty, leading to skin
problems. Using separate cotton inner gloves can help prevent this.

Feet and legs

Hazards

Wet, hot and cold conditions, electrostatic build-up, slipping, cuts and punctures,
falling objects, heavy loads, metal and chemical splash, vehicles.

Options

Safety boots and shoes with protective toecaps and penetration-resistant, mid-sole
wellington boots and specific footwear, e.g. foundry boots and chainsaw boots.

Note

 Footwear can have a variety of sole patterns and materials to help prevent slips in
different conditions, including oil - or chemical-resistant soles. It can also be anti-
static, electrically conductive or thermally insulating.
 Appropriate footwear should be selected for the risks identified.

Lungs

Hazards

 Oxygen-deficient atmospheres, dusts, gases and vapors.

Options – respiratory protective equipment (RPE)

 Some respirators rely on filtering contaminants from workplace air. These include
simple filtering facepieces and respirators and power-assisted respirators.
 Make sure it fits properly, e.g. for tight-fitting respirators (filtering facepieces, half
and full masks).
 There are also types of breathing apparatus which give an independent supply of
breathable air, e.g. fresh-air hose, compressed airline and self-contained breathing
apparatus.

Note

 The right type of respirator filter must be used as each is effective for only a limited
range of substances.
 Filters have only a limited life. Where there is a shortage of oxygen or any danger of
losing consciousness due to exposure to high levels of harmful fumes, only use
breathing apparatus – never use a filtering cartridge.
 You will need to use breathing apparatus in a confined space or if there is a chance of
an oxygen deficiency in the work area.
 If you are using respiratory protective equipment, look at HSE’s publication
Respiratory protective equipment at work: A practical guide.

Whole body

Hazards

Heat, chemical or metal splash, spray from pressure leaks or spray guns, contaminated
dust, impact or penetration, excessive wear or entanglement of own clothing.

Options

Conventional or disposable overalls, boiler suits, aprons, chemical suits.

Note

 The choice of materials includes flame-retardant, anti-static, chain mail, chemically


impermeable, and high-visibility.
 Don't forget other protection, like safety harnesses or life jackets.

Emergency equipment

Careful selection, maintenance and regular and realistic operator training is needed for
equipment for use in emergencies, like compressed-air escape breathing apparatus, respirators
and safety ropes or harnesses.

WHY IS PPE IMPORTANT?

Making the workplace safe includes providing instructions, procedures, training and
supervision to encourage people to work safely and responsibly.

Even where engineering controls and safe systems of work have been applied, some hazards
might remain. These include injuries to:
