Why is the passing ratio so low in CSS?

In CE 2020, only 376 passed out of 18,553 candidates who appeared. Passing ratio being 1.96%.
Total candidates who were allocated: 221. Out of which 142 are male and 79 female.
But why is the passing ratio so low??
Here's my take:
1) Crammers
Let's be honest, our educational institutions do not inculcate quality education. We, mostly are
crammers. CSS papers are more conceptual, therefore, those who cram, do not go through.
2) English
Command on English is so important for passing CSS. Mostly candidates fail their english essay
paper. Command on english is also something that needs improving. This being basic english with
correct use of grammar.
3) Knowledge and Reading
We do not have the habit of reading. Thus, our knowledge is limited. The more we will read, the
more knowledge we will gain. It will improve our thought process, improve our vocabulary and
writing skills. Unfortunately, we as a nation, we are not readers. No interest in reading books.
4) Critical analysis/Opinions
We write what we read in a book, mostly cramming. However, CSS asks for critical thinking and
critical analysis. We, still haven't learnt the art of critical analysis and forming opinions. We do not
know how to think for ourselves and form opinions. CSS question papers usually ask for your
opinions. They want to know what YOU think? Not what is popular and available in every book.
( After eid will continue classes of critical analysis if you guys are interested)
5) Smart study and luck
We still don't know what smart study is. The syllabus for CSS is so extensive that it's very difficult to
cover it all. Therefore, smart study comes to the rescue. We need to master the art of what to study
and how to study. Also, it's no hidden secret that luck also plays a factor in CSS. But that doesn't
mean you don't work for it It's usually a combination of both luck and smart work.
6) Quantity over quality
I've seen candidates write and write without caring for the quality. Its not abt how much you write, its
abt what you write. Quality writing/thoughts/opinions score more.
Work on the above & you'll score more. Best of luck
