Should still assign deltaY and deltaX even if browser does not support it

I changed the functionality of the mousewheel plugin slightly when I updated it to 3.1.0. It does not report the deltaY and deltaX values if the browser does not support it. However, this seems to have caused some issues. So I think I'll make it behave as it did in 3.0.x... where it updated deltaY and deltaX despite the browser not actually supporting that functionality. See #65, #67, #69, and #73.
