Moving the features related to borders and box decorations into their own specification called CSS Borders and Box Decorations Module Level 4 (aka CSS Borders 4). (See the related resolution.)
Note that this patch does not include moving
box-decoration-breakto CSS Box 4 as per resolution, because that property is part of CSS Break 3 and not CSS Backgrounds 4.Also note that this change mainly does a clean split with only the necessary editorial adjustments. Additional necessary changes like updating the Changes section, for example, will be done in separate commits.
This fixes #7664.
